The third and fourth principles are that the rules must be clear. And, the last principle is that they must be uniformly applied.

The Fourth Amendment requires that a person have probable cause to be arrested. This is usually based on a complaint or a complaint statement.

The court must hear and consider the evidence presented by the parties before deciding on a verdict. The evidence can be testimony, documents, or physical evidence.
